PTI leader in Nowshera, worker in Karachi shot dead(Express Tribune)



NOWSHERA / KARACHI: Former town Nazim Jehangira and a leader of the Pakistan Tehrik-e-Insaf (PTI) from Nowshera, Mumlikat Khan, was gunned down by unidentified men in Nowshera, Khyber Pakhtunkhwa, hours before a by-election in the district.
Khan was on his way home when he was ambushed by heavily armed assailants while slowing down at a speed bump near Jehangira Chowk, SHO Shakil Khan said. The victim was travelling alone at the time of the attack.
As a result of the attack, Khan was critically injured and succumbed to his injuries while on his way to the hospital. The body was taken to the district headquarter hospital for the autopsy.
The incident took place hours before by-elections are held on August 22 in NA-5 Nowshera.
Soon after the incident, government and security officials reached the area and started investigating. An FIR had not been registered till the filing of this report to ascertain the reason behind the murder.
PTI worker shot dead in Karachi
In another incident, Muzaffar Bangash, 21, was killed in Karachi’s Pehlwan Goth area on Wednesday evening.
PTI workers claimed that Bangash was part of the party and that he had been registered as the party’s polling agent for NA-254, where by-elections are due to be held on Thursday.

ISLAMABAD: Although promulgation of Right to Information (RTI) Ordinance in Khyber-Pakhtunkhwa (KP) has largely gone unnoticed in the media, it is set to become a catalyst for change by practically recognising the people’s right to know through a law considered one of the best in the world.

While majority of the media persons are unaware of the efficacy of an RTI law that breaks the culture of secrecy and ends monopoly of ‘privileged’ journalists, it is equally useful for the public, allowing them to seek out information about anything and of any department run by public money. “The KP RTI Ordinance contains all the features that are vital for a strong RTI law. This is why it scores 143 and is positioned at the top of global RTI rankings,” commented a World Bank expert.

Before discussing the salient features of the RTI Ordinance promulgated in the KP, it is important to understand Pakistan’s position on global level regarding introduction of the laws promoting transparency and curbing corruption. This law existed in only 13 countries just a couple of decades ago, according to a World Bank briefing note. Now is introduced in 90 countries though it differs in effectiveness, depending on the structure and scope of legal framework.

Pakistan was the first country in South Asia to introduce RTI legislation through Freedom of Information (FOI) Ordinance in 2002 however the law defeated its own purpose given the shortcomings as it was limited in scope with a lot of information declared exempted from disclosure and the subsequent weak enforcement mechanism.

End of immunity?: Six cases may be opened against President Zardari







RAWALPINDI:  Six accountability cases against President Asif Ali Zardari are going to be opened in the second week of September.
According to Daily Express the accountability court judges will reopen all these references and will issue summons to the accused.
The Supreme Court, in its judgment on the NRO case had assigned the right of reopening accountability cases to accountability courts.
All the cases were being heard in three different accountability courts in Rawalpindi but now they have been transferred to accountability court No1 in Islamabad. These include ARY Gold, Cotecna, SGS, Polo Ground, Ursus Tractor and Assets references.
The main accused in these cases was former prime minister Benazir Bhutto. However her name has been excluded given her death. The late Begum Nusrat Bhutto was also one of the accused in three references however her name has also been removed after her demise.
The hearing had been postponed indefinitely because President Asif Ali Zardari had Presidential immunity. 15 people accused along with the President had been acquitted.
The accused included Salman Farooqi, Saeed Mehdi, AR Siddiqui, former chief secretary Punjab Brigadier (retired) Aslam Hayat Qureshi, former secretary trade Javed Talat, former federal minister Yousaf Talpur and former director general Agricultural Development  AMH Kango.
President Asif Ali Zardari remains the only accused not to have had a trial. In the Cotecna reference six officers of the Cotecna company of Switzerland have been declared absconders and permanent warrants of arrest for all officers have been issued.

KARACHI:  The last two months have been particularly bloody for the militancy-wrecked Khyber-Pakhtunkhwa. The Shergarh funeral attack and the massive jailbreak in Dera Ismail Khan paint a picture of doom and gloom in the province governed by Imran Khan’s Pakistan Tehreek-e-Insaf (PTI).
At the same time, JUI-F chief Maulana Fazlur Rehman, who appears to be hell bent to discredit the PTI administration, has also unleashed a fresh salvo of allegations against the party chief.
“A concerted effort is under way to portray the K-P government as a failure,” Imran told The Express Tribune in an exclusive interview. “No one is talking about the good things that are happening. We, a party that has come to power for the first time in the country’s history, have only been in power for two months! We are just asking for another month … you just watch the kind of changes we bring.”
Hitting out at the Awami National Party (ANP) for criticising the PTI for the volatile security situation in the province, Imran said terror attacks were rampant even during the ANP-led administration in K-P.
“I should be worried the most, because if K-P flops, the PTI flops. But I’m not worried … in the coming month you will see us introduce legislation that does not exist in Pakistan,” he said.

Asked about the DI Khan jailbreak in which around 250 inmates escaped, the PTI chief blamed the police and elite force. “The intelligence was there … police were prepared, the army was on board,” he said. “But the elite force did not fire a shot and the army did not do anything either… no one did anything.”
The question we need to ask is ‘why did they not act?’… It is alarming,” Imran said. The police are not properly trained and equipped to fight ‘highly-trained’ terrorists, who often have night-vision goggles, he added. “They are demoralised because so many of their comrades have been killed.”
The PTI chief has also demanded that paramilitary Frontier Corps troops be deployed to combat the ‘sophisticated terrorists’ since the police could not handle organised attacks.
But while he referred to the DI Khan attackers as ‘terrorists’, he did not explicitly hold the Taliban, despite the group’s own claim, responsible for the attack.
“This is a very complex situation. There are 20 splintered groups with a loose Shura [that we refer to as Taliban],” he said. “This [the Taliban] are not a monolith … there are franchises … there are mafias who kidnap people and exchange them with other groups, there are foreign-funded Taliban and there are ideological Taliban who are using suicide attacks to wage jihad against the US war.”
He reiterated that dialogue was the only solution to the problem. “You need to have a ceasefire. The government has made the right decision to distance itself from the US war. Military action should be the last resort if talks and reconciliation fail,” he said.

Imran demands apology from JUI-F chief




LAHORE: 
  Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan on Thursday sent Jamiat Ulema-e-Islam (JUI) chief Maulana Fazl-ur-Rahman a legal notice for levelling “baseless, frivolous, malicious, contumacious and preposterous” allegations against him in a TV show.
“Maulana’s allegations and accusations are based on his mala fides with clear malicious intent and purpose to tarnish the reputation and image of Imran Khan, PTI, its workers, supporters, followers and office-bearers,” the notice read.
“You (Maulana) are therefore liable to be proceeded against for defamation under civil as well as criminal law. You are liable to pay substantial damage to IK and suffer punishment under the criminal law,” the notice further says.
The notice demands that JUI chief tender unconditional apology to Imran Khan within one week of receipt of this notice. It further insists that the apology should be telecast and broadcast on national and international media on prime time and conspicuously printed in all major newspapers within and outside Pakistan.
“In case you fail to tender unconditional apology within the time, Imran Khan shall be entitled to claim damages in the sum of Rs500 million from you and to proceed against you under the criminal law for prosecution,” the notice says.

According to the legal notice Fazl had accused Imran Khan of having political agenda backed by Jewish lobby.
“The host questioned you as to whether you had any proof or evidence in support of your accusations. You replied that your proof is your own person and that you are personally responsible for what you have said. Any way, you failed to disclose any proof or evidence,” the notice says.
The legal notice, dated August 13, was signed by Imran Khan’s counsel Hamid Khan and was sent to Fazl’s official residence in Islamabad and personal address in Dera Ismail Khan.

Academic competition: Entry test for medical colleges on September 22

LAHORE:  The entrance test for admission to medical and dental colleges in the Punjab will be held on September 22 in 12 cities.
Entrance test forms will be available at the University of Health Sciences (UHS) and other public medical colleges from August 20 while the deadline for applications will be August 30, said UHS Vice-Chancellor Prof Muhammad Aslam at an orientation seminar on the admission test here at the Allama Iqbal Medical College on Thursday.
The 150-minute test will start at 9am simultaneously in Lahore, Faisalabad, Multan, Rawalpindi, Bahawalpur, Gujrat, Gujranwala, Sargodha, Sahiwal, Dera Ghazi Khan, Rahim Yar Khan and Hassan Abdal. Candidates can choose where they wish to sit the test. However, once a testing centre is allotted, requests for changes will not be entertained.
Prof Aslam advised candidates to go to their centres at least one hour before the start of the test. They must take their admittance cards with them because nobody would be allowed to enter the examination centre without a valid card issued by the UHS, he said. All centres will be sealed at 8:15am after which nobody will be allowed in.
Candidates with at least 60 per cent marks in their FSc (pre-medical) or equivalent examinations and who are residents of any district of the Punjab, Islamabad and Gilgit-Baltistan are eligible to take the entrance test. Those still waiting for exam results must provide a Hope Certificate issued by the principal of their institution stating that the candidate is expected to get at least 60 per cent marks in the exams.
The vice chancellor said the entrance test would consist of a single paper with 220 multiple-choice questions, divided into four sections: physics (44 questions), chemistry (58 questions), English (30 questions) and biology (88 questions).
“A candidate will answer the test by filling the circles on the response form. Only one circle must be filled for one question. Filling more than one circle for a single question will be considered a wrong answer. There will be negative marking in the test and for each wrong answer one mark will be deducted from the total score. Each correct answer will carry five marks,” he added.
Candidates are not allowed to carry calculators, cell phones or notes with them into the exam hall. “Candidates are only allowed to bring blue ballpoint pens with them. No markers, pointers or pencils,” he added.
After the test, candidates will be asked to take an aptitude test and fill a feedback form for which they will get an extra 30 minutes. The test is for research purposes only and will have no effect on the entrance test score, said Prof Aslam.
The UHS will upload the answers to the questions in the entrance exam on its website on the day after the test. Candidates will be able to calculate their scores using a carbonised copy of their response form, which they may keep after the test. The answer key will also be published in national dailies the next day, the vice-chancellor said.
Citing Pakistan Medical and Dental Council (PMDC) regulations, Prof Aslam said the final merit score of each candidate would be determined through a combination of their matriculation, intermediate and entrance test marks, in a 10:40:50 ratio, respectively.
He said that on the directions of the chief minister, the entry test fee and annual tuition fee for medical and dental colleges had not been increased this year.
There are a total 3,042 MBBS merit seats in 17 public medical colleges and 175 BDS merit seats in three government dental colleges in the Punjab. Some 3,000 students and their parents attended the seminar. AIMC Principal Prof Mahmood Shaukat was also present.
